The swearing in ceremony takes place after the Speaker election. The Speaker is sworn in first, and then the Speaker administers the oath of office en masse to all Members of the House, with the exception of members not present for some reason, e.g. delays due to illness or other circumstances, or any challenges to the swearing-in of a member. Resolves YES if Santos is not part of the en-masse swearing in, i.e. if his swearing-in is delayed or if he is never sworn in. This could be due to a challenge to his swearing-in, him deciding not to take his seat, absense due to illness or other circumstance, or death. Resolves NO if he is part of the en-masse swearing-in.

Resolves N/A in the unlikely event that the House procedures substantially differ from the usual procedures in a way that makes these resolution criteria no longer make sense.

Context: Santos, who was elected to Congress in November 2022, was discovered to have fabricated his resume and admitted to it. In addition, he is now facing a number of investigations for possible campaign finance fraud.
