Seems very broad, easy to pass some regulation before then, even if it's pretty minimal, the government likes to touch big stuff like this, they were even interested in quantum compute regulation.
It's also extra easy to justify it if nothing in the UK is happening at that scale, like how countries more easily agree to follow international agreements about space when they have no aspersions or ability to launch to space.
On the other hand, lots of the problems are covered by existing regulation, I would expect massive noise pollution caused by data centres to just not fly at all here. Laws about digital things such as reasonable use of others data though can still lead to complicated and extended legal games.
