To resolve YES, it must be true that all US citizens that can get a passport will be able to choose a sex designation solely and unconditionally based on their gender identity to be printed on their passport, OR for there to be no sex or gender designation at all on the passport. The date resolves to when citizens receive such US passports, not simply when they apply, as that would allow for retroactive changes.
