This is too unsubtle, even by Trump standards. I expect him to make it more difficult to get citizenship bureaucratically without trying to amend the constitution by executive order, and this will probably happen over a much longer period of time.

How is this determined? If he just makes an executive order does that count even if it's highly unlikely that the executive order holds up in court?
