I'm tempted to buy "YES" if only because this is so specific and weird that it sounds like the market maker is already planning on doing this and would like to at least make some mana off of it.

@SteveBright I have been exploring the New Sweden this week and many "dogs haram verboten" signs caught my attention. Just wondering if they will move to exterminate the dogs in some way sometime soon.
