Resolution criteria

This market will resolve to YES if there is a credible, verifiable announcement or report from the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), or major news outlets (e.g., Associated Press, Reuters, The Washington Post) confirming that ICE has begun officially deploying or issuing electric-shock gloves—such as the CTG-5 G.L.O.V.E. (Generated Low Output Voltage Emitter) or similar conductive distraction/de-escalation devices—to its agents or officers for active duty use on or before December 31, 2026.

This market will resolve to NO if, by 11:59 PM ET on December 31, 2026, no such active deployment or issuance for on-duty field/operational use has occurred, even if procurement contracts have been signed or if limited testing/training exercises are underway.

Background

In August 2026, the Department of Homeland Security published a procurement forecast (Forecast Record F2026074524) showing that ICE intends to spend between $10 million and $20 million on "conductive distraction and de-escalation devices". Specifically, the agency plans to purchase thousands of CTG-5 G.L.O.V.E. devices, manufactured by Kentucky-based Compliant Technologies LLC.

The G.L.O.V.E. functions as a standard patrol glove until activated, delivering an electrical pulse upon direct skin contact to gain compliance from combative individuals. DHS's planning notice indicates an estimated solicitation release in August 2026, with the contract and rollout expected to run through March 31, 2027.
