RESOLUTION CRITERIA:
Resolves YES if high-resolution spectroscopy (VLT, Keck, or ALMA) confirms a blue-shifted component in the outgassing plume indicating kinetic velocities >400 km/s. Resolves NO if velocities remain in the standard cometary range (<1 km/s).
