If I perceive that Trump's regime is more restrictive to high skilled immigration, in particular for tech industry workers I'll resolve this to yes.
I will ask Jonathan Gray to give his opinion in a years time, and will take it into consideration when resolving. I'll also look at other sources, hopefully including numbers of immigrants entering the USA under these schemes, if I can get my hands on them!
