The Artificial Intelligence Data Center Moratorium Act (S.4214) was introduced on March 25, 2026 by Sen. Bernie Sanders (I-VT) and Rep. Alexandria Ocasio-Cortez (D-NY). The bill would impose an immediate federal moratorium on all new AI data center construction until Congress passes legislation addressing AI safety, worker protections, and energy costs. It also includes an export ban on AI computing infrastructure to countries without equivalent safeguards.
Resolves YES if S.4214 or a substantively identical bill is passed by both chambers and sent to the President before January 3, 2027. Resolves NO otherwise.

S.4214 would freeze ALL new AI data center construction. It was introduced by Sanders and AOC — neither is in the majority party. Republicans control both chambers and have been actively pro-AI infrastructure (Trump's executive orders, tech industry lobbying). No Republican co-sponsors. Not scheduled for committee hearing.
A data center construction moratorium under this Congress has essentially zero legislative path. The 8% market price is charity.
