"cultured meat" refers meat produced in a laboratory (e.g. by cellular agriculture), excludes meat substitutes, and includes both meats from livestock (e.g. beef) and fish (e.g. salmon).
"available" means that a regular Canadian consumer can, without much challenge or needing of luck, obtain cultured meat either at (a) a Canadian restaurant, or (b) a Canadian grocer. If I don't live in the area that is purportedly selling cultured meat and can't verify it myself directly, any reasonably strong evidence that a regular consumer can access the cultured meat product would suffice (e.g. credible news reporting that demonstrates availability, affordability, and that the product is legitimately cultured meat).
"affordably" means that the cost is no more than twice as expensive as a comparable product with non-cultured meat and less than $100
