Will I submit a paper to ICLR2025?

Reviewer comments on a previous paper sent me down a rabbit hole on a related topic. I now think I have a good angle of attack on a new topic. I know the literature well, I know what experiments I want to run and I know how to frame the story. My first aim, assuming everything works out, will be to submit it to ICLR (deadline likely September 2024). Having said that, this plan is not likely to hit the ground without some bumps and turns. I can probably expect to spend 20 hours a week on it initially.
