According to this Carnegie Endowment article there are at least two proposed initiatives in the works (one from OpenAI, one from Common Sense Media), but historically only about 19% of all proposed initiatives actually appear on the ballot. If there's a third or fourth proposal in the works I'd probably bet this market up a lot higher
