It seems currently not to be possible. Will this be reversed on May 1? If one cannot both post to substack and link to such new posts on May 1 this resolves to NO, otherwise YES.

Elon Musk previously implemented a similar decision to ban links to competitors, and then reversed it and felt so bad about it that he decided to have a poll about whether he should step down as CEO! Perhaps this says more about him and his flighty nature than it does about Twitter policies, though. However, he is still CEO of Twitter, for now, so his flighty nature is still relevant.
@RobinGreen It seems weird to make the exact same mistake twice... Perhaps this move is intended to put pressure on substack the company?
