The 95th Academy Awards features the most people with non-American citizenship as nominees in the acting categories (eleven out of 20, a majority) in the history of the Oscars. If a majority of the winners (3 or 4 out of 4) are people with citizenship of a country that isn't the US too, then this market will resolve to YES. American dual citizens count as non-Americans for the purposes of this question.
