Currently the driver is required to touch the steering wheel in order to make sure they are paying attention, but Tesla can fully rely on the driver monitoring camera to do so if they so choose.

This market will resolve to YES if any Beta user is allowed to use camera-only monitoring no matter how many miles they've logged on FSD.

There’s an “Elon mode” that gives FSD beta users the ability to drive hands free. Elon and other employees have this. Therefore, based on your definition of “any FSD Beta user” this should resolve yes:
