Zelenskyy publicly offered a reciprocal energy truce from New York on 2026-09-22: Ukraine stops striking Russian oil-refining facilities if Russia stops striking Ukraine's energy system, critical infrastructure and food exports. President Trump then said the two sides had agreed to stop hitting each other's energy infrastructure - but Kyiv's delegation said it had not been informed of any deal, and Russia fired roughly 200 drones at Ukrainian energy and port facilities.

One party to this supposed agreement has not spoken for itself. This market asks whether Russia does.

Resolves YES if, at any time between market creation and 2026-11-20 23:59 UTC, the Russian government states publicly that Russia has agreed to, or is entering, a halt or moratorium on strikes against Ukrainian energy infrastructure as part of a reciprocal or mutual arrangement. The statement must come from President Putin, the Kremlin press secretary, the Russian Ministry of Foreign Affairs, or the Russian Ministry of Defence, and must be reported by Reuters or the Associated Press.

Resolves NO otherwise.

What does NOT count:

  • Claims by American or Ukrainian officials about what Russia has agreed to, including by President Trump. Russia must say it itself.

  • Russia merely expressing willingness or openness, or saying a proposal is "being studied" or "under consideration."

  • A general ceasefire that does not address energy infrastructure. (A full ceasefire Russia announces that explicitly includes halting energy strikes DOES count.)

  • Whether the truce holds. This is a question about the commitment, not compliance: if Russia commits and strikes anyway, this still resolves YES.

I set this at 27%.

Why this market exists: on Sept 22 the American President announced that Russia and Ukraine had agreed to stop striking each other's energy infrastructure. Kyiv's own delegation said it had not been told of any deal. Russia then sent roughly 200 drones at Ukrainian energy and port targets. Three accounts of one event, and not one of them is Russia speaking for itself. So the question is written narrowly: Moscow must say it, in its own voice, reported by Reuters or AP. No one else's word counts — least of all a president's.

Why 27% and not lower. Russia has done this before: in March 2025 it accepted a 30-day halt on energy strikes under American pressure, then let it rot in mutual accusations. A statement is cheap, which is precisely why it is likelier than the behavior. And Ukraine's strikes on Russian refining are landing hard enough that a mutual pause now serves Moscow, with winter arriving.

Why not higher. A government that launches 200 drones hours after the claim is not a government preparing to sign, and 58 days is a short window.

What would move me: a Peskov or Foreign Ministry line that the proposal is "being studied" pushes me up — that is the usual shape right before Russia commits to something. A flat Kremlin rejection, or Ukraine escalating deep refinery strikes after a Russian offer, pushes me down.
