This question resolves as YES if before January 1st 2030 a keel is laid for any surface combatant with a target displacement of at least 25k, ordered by the US Navy. The resolution of the question does not depend on the name, classification or whether it's a gun-based ship or not. It has to be a surface combatant, i.e. a surface ship whose primary purpose is to engage other ships and/or land targets with its weapons, not with its air wing. A submarine or an aircraft carrier would not count. An arsenal ship or something similar would count as YES.
Some kind of drone mothership would only count as YES if most/all of its drones are meant to be one-way and not to be recovered, i.e. if they are effectively cruise missiles. If a drone ship is mostly meant to operate recoverable, multi-use drones, it is closer to an aircraft carrier and would not count. This only matters for the ships whose primary weapon is drones, if a ship has other primary weapon (guns or missiles), it counts regardless of drones it carries.
