A few days ago, Italy banned ChatGPT and it's investigating whether the service is compliant with GDPR, the data privacy regulation of the European Union.
Other European countries might follow suit soon and other bans, fines or access restrictions might be enforced.
This question resolves as YES if any of the following happens during 2023:
Any other EU country or the EU bans ChatGPT
Any other EU country or the EU fines ChatGPT
Any other EU country or the EU forces OpenAI to restrict their service, for example adding additional censorship to their model just for European citicens ("EuroChatGPT")
