This resolves to YES if, by the end of September 2023 the FDA has officially approved some form of OTC birth control (a monthly contraceptive, not emergency contraception like Plan B). The current methods under consideration might include something like a pre-purchase questionnaire via phone app - I would resolve such an arrangement positively.
All other situations will resolve to NO. I can't envision any scenario presently in which this resolves N/A, but I suppose it's possible somehow.
