DESCRIPTION Resolves to YES if, prior to July 1, 2026, there is a publicly confirmed outage of undersea telecommunications cables that: (a) affects at least one entire nation, OR (b) results in a documented ≥50% reduction in regional internet bandwidth, AND is officially attributed to physical cable damage (e.g., anchor, sabotage, earthquake). Sources: Official government statements, NATO/EEA communications, or credible international news agencies (Reuters, AP). Resolves to NO otherwise.
