Please clarify: Is this narrowly about internet functionality (eg: a BGP catastrophe), or would widespread client-device trouble (eg: the CrowdStrike outage) or infrastructure trouble (EMP or just a really big power outage) that's not specifically about network connectivity also cause this market to resolve YES?

Thinking about any sort of "emergency" that would necessitate throttling internet access across thee population.
