
Resolves YES if Wizards of the Coast releases an announcement before the end of 2023 which bans at least one card in Magic: The Gathering's Modern format. (Even if the effective date of the ban is after the end of 2023). NO if this does not happen.
Functional errata and rules changes that don't ban cards (e.g. companion tax) don't count. This is about the paper format, so any weirdness on Arena or MTGO doesn't count.
