In response to moves from Texas and Missouri to adjust their congressional district maps to elect more Republican Members of the U.S. House of Representatives, California Governor Gavin Newsom has threatened to change California's districts to benefit Democrats.

This market shall resolve Yes if in 2025 a bill is introduced in the state legislature to change California's congressional districts, with the intent to increase Democratic representation in Congress. This could be a bill enabling a ballot measure special election, a bill directly changing districts, or otherwise. The bill does not need to become law. Bills that are technical fixes or have non-partisan impact do not count.
