Market is about D1 as currently constituted. If there's some redistricting or something that doesn't result in a district covering the same territory D1 currently covers, this will resolve "Other". If D1 gets straightforwardly renumbered as D3 or something this'll be about who represents the new D3.

Most weird corner cases will resolve "Other" but if no election occurs and Dan Kalb remains in office this will resolve "Dan Kalb".

I can't actually find a date on the internet for when new Oakland city council members take their offices, but assume I'm talking about who'll be in office after that date.
