H.4216 replaces SC's graduated income tax with two brackets (1.99% up to $30k, 5.21% above), eliminates federal standard/itemized deductions for state purposes, and caps the state EITC at $200. The SC Revenue and Fiscal Affairs Office estimates a first-year cost of -$309M.
