NO

PolicyEngine is currently adding state individual income taxes to its open-source policyengine_us tax-benefit microsimulation model. We are validating our logic against TAXSIM35, a model built by the National Bureau of Economic Research, and tracking progress against 2021 law (TAXSIM35's latest) in https://github.com/PolicyEngine/policyengine-us/issues/993.

This will resolve TRUE if, by end of day February 29, we have validated that PolicyEngine US matches TAXSIM35 on the core quantities for all samples, except for general issues around circular references as described here. That is, every state and DC will be marked as either NO INCOME TAX, NONE, or NONE* in the format Martin Holmer is currently applying.
