Resolves yes, if the proposed changes to voting (French citizens with long time residence on the island can vote) become law without major modifications by market close
Examples: changing the number of years of residence required to vote will still resolve YES. Adding a completely requirement that is not trivial (e.g., to own land) resolves NO.
