Resolves YES if the National Popular Vote Interstate Compact governs how its member states appoint their presidential electors for the November 7, 2028 election: its members together hold at least 270 electoral votes and the compact is in effect for that election under its own terms. NO otherwise, including if a court stops it from applying before electors are appointed.
