The market closes at the end of 2023, if Ukraine has not liberated any additional cities by that time.
For a city to be 'liberated' for this market, it has to be both shown as Ukrainian controlled on Wikipedia's map [2] and as Claimed Ukrainian Counteroffensives on the Institute for the Study of War's map [3] for at least 7 days.
Cities which are currently controlled by Ukraine can be included, if they are first captured by Russia and then liberated. For a city to be considered captured by Russia, it has to be both shown as Russian controlled on Wikipedia's map [2] and as Assessed Russian Advance on the Institute for the Study of War's map [3] for at least 7 days.
If either of these maps stops being updated, I will look for an alternative way to resolve this question. If two cities are liberated on the same day, I will try to determine which city had the Ukrainian flag raised over its townhall first.
[1] Kherson has not finished being liberated according to these criteria, but 'next' means 'after Kherson'. I will not resolve this market to Kherson unless Russia recaptures Kherson, and then Ukraine reliberates it.
