I'd think it would drop below 2% soon, as fuel oil power generation is just kind of a goofy concept that nobody really does anymore, and only seems to really serve as a hedge against LNG prices. I'd think the 2022 figure was a bit artificially inflated (and maybe 2023 will be too) due to the winter LNG shortage due to the Ukrainian war, and things like this happening: https://www.bloomberg.com/news/articles/2022-12-24/storm-elliott-news-oil-is-main-fuel-for-power-plants-in-new-england

although I wouldn't rule out some inefficiency in climate legislation either absolutely boosting oil usage for electricity generation, or relatively boosting it due to the legislation targeting other more prominent sources of ghg in electricity generation.
