I've seen many people on the waitlist reporting that they have been able to upgrade, with some even reporting that they joined the waiting queue and received an upgrade invitation within a few days. I would consider that OpenAI has essentially reopened if people start to commonly report joining the waitlist and receiving an upgrade invitation within about one working day.
