Resolves to whichever organization first lands a human on Mars. The human does not need to be alive after the landing, but they do need to make it to the surface.
I've consolidated all governmental entities into "government of [country]" in order to avoid confusion between NASA/Space Force, CNSA/CMSA/CMS, etc.
If there's significant cooperation between different organizations such that they have around equal shares in public recognition, I'll resolve to all of them equally. Minor contributions will be ignored.
