SAE3 or higher FAE mode released and usable in at least one is state in most conditions
The availability must be YES for some model+hardware4 and also NO for that model hardware3 or less. IE there exists a model for which 4+ can use the mode but 3- can't.
This must happen by end 2025
If there is no 3-/4+ difference re: FSD for any model this must be NO
