More education and economics than the "environment". I suspect the market creator meant to say this.
@WilliamGunn The theory is that some part of the African-East Asian IQ gap is genetic and some is environmental. The Ivory Coast has a bad environment, so it should be expected Japanese IQ scores would fall if the environment is made worse.
