Will banks restrict cashing out.
I am not sure what are the most important and how to properly phrase them. Like "banks restrict cash out", like, which banks, for what part of year, how much restrict.
Though I am sure I want to see median, normal, spirit interpretation, so one bank restricts cash out for one day it wouldn't count if this want somehow very significant even for day.

You need to define "no internet access". If the physical connections are up but you're limited to whitelisted sites only, does that count as yes or no? What if it's just Max app on mobile and nothing else?

@MaxA I suppose it should only work out if physical connections aren't up, because by now roskomnadzor wasn't successful even in blocking youtube and VPNs, not talking about telegram. Generally, if you can bypass the block with just setting up right proxy or vpn or ByeByeDPI config or saved dns addresses, without need for satellite or mesh nets, then it will resolve as no. It is meant to be separate type of blocks question from like "will Google be inaccessible without VPN".
