What is your line for what counts as a "government led fertility program"?

Like, payments to parents based on number of children are widespread already. Banning abortion is a whole nother league of intervention. Are you thinking more of coercive measures?

Banning contraceptive drugs and devices would probably do more to increase the population, if "banning things that let people control whether they have a child" is on the table and we didn't care whether a pregnancy was wanted or not.

But there are lotsa things governments could do to remove barriers to increased family size. Basically just run a survey that says "what is stopping you from having more kids?", get back answers like "If I leave them out of my sight for a minute before age 12 someone could call child protective services on me" and "I am required to pay $500 for a certified car seat every few years until it's ridiculous" and "daycare is very expensive, so the cost of having kids is I don't get to have a job or a life outside of the house", and then fix those. Surveys say people would like to have more kids than they do, if the downsides which various public policies have created were removed.

This has already happened in North Korea.
