Resolution criteria

This market will resolve to YES if, on or before December 31, 2029, at 11:59 PM UTC, the pathogen associated with the October 2026 incident at the Irkutsk Research Anti-Plague Institute in Siberia, Russia, causes a pandemic.

For the market to resolve to YES, the following conditions must be met:

  • Pathogen Origin: The outbreak must be caused by the specific pathogen (Yersinia pestis/pneumonic plague, or any other pneumonia-causing agent) linked to the October 2026 death of laboratory worker Darya Shipilova at the Irkutsk Research Anti-Plague Institute.

  • Pandemic Characterization: The World Health Organization (WHO) must explicitly characterize, declare, or describe the outbreak of this pathogen as a "pandemic" in an official public statement, report, or press briefing (such as those hosted on the WHO website). A declaration of a Public Health Emergency of International Concern (PHEIC) on its own will not suffice unless the word "pandemic" is explicitly used by the WHO.

If no such official characterization as a "pandemic" is made by the WHO on or before December 31, 2029, this market will resolve to NO.

Background

In October 2026, international health agencies, including the WHO and the U.S. CDC, began monitoring reports from Russia following the death of Darya Shipilova, a 28-year-old laboratory technician at the Irkutsk Research Anti-Plague Institute of Siberia in Shelekhov. Shipilova died of a severe respiratory illness described by Russian authorities as "pneumonia of undetermined" origin, sparking widespread concern and speculation of a potential leak of pneumonic plague (Yersinia pestis).

While Russian public health agency Rospotrebnadzor downplayed the reports, stating that contacts tested negative and denying a laboratory accident occurred, international health bodies and foreign governments have pushed for greater transparency. Pneumonic plague is highly virulent and can transmit between humans via respiratory droplets, raising serious questions about biosecurity and global outbreak risks.
