VIPER (Volatiles Investigating Polar Exploration Rover) is a NASA mission that is being delivered to the Moon as part of the commerical CLPS program. It is slated to be launched on a Falcon Heavy and to be delivered to the lunar surface by Atrobotic's Griffin lander.

According to NASA's mission website, it will launch "Late 2024".

Quarters are for a calender year (i.e. Q1 is Jan 1 - Mar 31). For the "or before" answers, multiple answers may resolve YES.

If the mission details shift (i.e. a different launch vehicle or lander), then the question will still work the same.

NASA just cancelled it. It's potentially selling it to industry but I don't know if it really still counts as "NASA's VIPER" at that point, and I'm not convinced that anyone in industry is interested.

I've decided to resolve now. While "sell the hardware" is an interesting twist, I agree with you that it would no longer be NASA's VIPER mission, and thus would be out of scope for this question.
