Does "illegal on the federal level" require that it be effectively illegal in every state, or just to not be necessarily legal in every state? How does this resolve if each state ends up able to decide on their own?

@UnspecifiedPerson If there's a federal law against it. So if a state says it's legal, but federal law says "no" like marijuana is right now, this would settle to "yes"
