The Far Out Initiative is trying to "precision-breed" animals with the FAAH-OUT pseudo-gene. This gene was discovered in a woman in Scotland who was incapable of feeling physical or psychological suffering. The initiative was funded by an ACX Grant.
To resolve YES, there should be animals that are bred or genetically engineered (not necessarily by the Far Out Initiative) to reduce or eliminate their suffering, and meat from these animals should be legally sold in at least one country.
