@WXTJ Good question. For the purposes of this market will consider a plan "publicly adopted" once the government has created and passed the necessary laws and/or regulations, and then formally announced these changes to the public.
Implementation and enforcement, while crucial for the effectiveness of the plan, come after the plan is already publicly adopted.
So, for example, if laws or regulations are publicly announced this year, but enforcement of those regulations will not come until some point in the future, the question will resolve as "YES."
