This resolves to the number of democratic members of the house of representatives at the beginning of the next congressional term in 2027. For members to count they must actually be seated and participating in congress. Elected members that are not seated any reason don't count.
The house usually starts in early January. The resolution date is Feb 1, and I'll take the current state at that date to allow for court challenges to redistricting or whatever. If someone is seated on Jan 3 and then leaves office for any reason before Feb 1, they won't count towards the count.
Independents don't count. The members must be in the Democratic party.
