By virtue of having it you actually prevent the chance of going to 70%, i.e. it will lead to NO outcome.

if someone fills it but doesnt' make it resolve YES, i can always sell later at the same price (or else I can make it go below 71% profitably, in which case I win)

I'm... confused by limit order filling order? I thought the top limit orders fill first, but apparently, you fill your own limit orders before others' above you when buying at the same PROB you have limit orders at? That's.... counter-intuitive?
