@BTE does a YES on this market require the desalination plants be turned back on? If so, one of them, all of them, or some fraction?

If not, then what if fuel is entering Gaza (how much is enough to count?), but it's not being used for the desalination plants, and Gazans (how many are enough to count?) have access to drinking water that was shipped in?

I don't think the question title matches the description: I could see plenty of ways in which Gazans would be able to access clean water without the desalination plants. Also, could you clarify how many Palestinians need to have water access? I presume this question is mostly talking about Gazans.

@toms Ah yes the Gazans specifically. I think the water treatment facilities are necessary especially when the water has been turned off for this long.

@BTE I imagine Israel is much more likely to allow a ton of bottled water to be shipped into Gaza, than to allow fuel. If Gazans have consistent water access but no fuel, how will you resolve this question?
