Resolves when the new Legislative Assembly elects a Chief Minister under section 40 of the Self-Government Act.
Resolves to "Election won't proceed normally" if:
the next regularly scheduled ACT election doesn't occur in the standard fashion (according to my case-by-case judgement, includes: Governor-General dissolving the Assembly early/vote of no confidence that causes an extraordinary election, excludes: date of the election being changed under the Electoral Act due to a disaster/clashing federal election date/etc, Electoral Act being amended to change the regular schedule of election dates whether the new date for the next election is in 2024 or not)
the new Assembly fails to elect a new Chief Minister at its first sitting and doesn't manage to sort it out before intervention is required
