Resolution Criteria: The market will resolve as 'Yes' if, by the end of 2200, there is fully operational infrastructure capable of extracting rare elements from extraterrestrial sources. The actual extraction of rare elements has to be done in a capacity beyond experimental or small-scale trials, and on a consistent basis (at least once per year)
