  3. Physical Impact Requirement

    • Any attack that causes physical damage or casualties.

    • Cyberattacks count only if they produce physical disruption or damages exceeding $100 million.

  4. Confirmation

    • Must be publicly confirmed via credible sources—open-source intelligence, verified media, official government statements, or satellite imagery showing damage.
