Physical Impact Requirement
Any attack that causes physical damage or casualties.
Cyberattacks count only if they produce physical disruption or damages exceeding $100 million.
Confirmation
Must be publicly confirmed via credible sources—open-source intelligence, verified media, official government statements, or satellite imagery showing damage.
Timing
