@CraigDemel @hidetzugu Agree that there's a tension and the wording wasn't clear whether "Trump" means literally just Trump himself or more broadly the whole Trump government. I went for the broader definition as I think this is quite common usage and it seems clear the announcement follows Trump orders. If there's some reason to believe the idea for the announcement didn't come from Trump we may have more to discuss.
