Resolves YES if, by 11:59 p.m. ET on September 30, 2026, reporters from all three outlets have active, usable access to enter the White House complex through the ordinary press-access process. Actual entry is not required. Limited or event-specific access does not count. If any outlet cannot enter normally, resolves NO.
