Resolves YES if the federal governments of United States and Russia bilaterally agree to exchange any living prisoners or detainees, at least one from each country, during the period March 1-31, 2024.

To resolve YES, a prisoner swap may either be officially announced AND/OR carried out. Meaning: YES is valid for a prisoner swap announced in February only if it is executed (at least partially) in March. YES is also valid for any prisoner exchange announced in March but not necessarily carried out during March.

Resolves NO only if a prisoner exchange is neither officially announced nor executed.

Resolves as reported by major media. For any ambiguity in timing: UTC of the first verifiable report will be used.
